Results of VI International forum and exhibition of technological development "Technoprom-2018"

VI International forum and exhibition of technological development "Technoprom-2018" completed their work at the Novosibirsk Expocentre. During 4 days "Technoprom-2018" was visited by 7,840 people from 19 countries. The forum was attended by 2882 companies from different sectors of the Russian and foreign industries. As part of the business program of the forum, 79 formats were held, where 559 speakers took part. 82 exhibition stands were presented by companies-exponents. 49 agreements of world and federal level were concluded at forum, key figures from the region participated in the signings.

The main event of Technoprom-2018 was the visit of Russian President Vladimir Putin, who announced the possibility of Russia achieving technological leadership through the development of advanced research projects. He spoke at the plenary session “Science as an industry. Agenda 2024 ”, and also got acquainted with promising projects of the exhibition, among which is the new synchrotron “SKIFF”and the particle accelerator “Super S-Tau Factory”, which are planned to be built in Novosibirsk. In his speech, the head of country said that Russia is able to make a technological breakthrough in development, expressing confidence that the viability of states and their place in the world depends on advanced technologies, since they "determine the efficiency of the economy, allow to drastically improve the quality of life of people, modernize infrastructure and public administration, to ensure law and order and security". The head of country also spoke about plans to create a network of “megascience” class facilities throughout the country. The development of new types of energy, materials, drugs, quality products will allow scientists to find answers to the “big challenges”: the exhaustion of resources, diseases, food shortage, ecology.

On the first day the Acting Governor of the Novosibirsk Region, Andrey Travnikov, held a solemn opening ceremony of the forum and explored the Technoprom-2018 exposition, and also visited the 3D technology Olympiad site and got acquainted with the exhibitors' stands at the XII Siberian Venture Fair.

At the opening ceremony Aide to the President Andrei Fursenko expressed the opinion that the new Novosibirsk project "Akademgorodok 2.0" should be supported by the participants of the Technoprom-2018 forum. It is planned that the project will unite not only institutes of the Siberian Branch of the Russian Academy of Sciences, but also scientific organizations in Nizhnyaya Yeltsovka (Research Institute of Experimental and Clinical Medicine), Krasnoobsk (institutes of agricultural orientation), as well as other territories where similar developments will be implemented. “Everything that is presented at the forum today is related to this project - these are innovations, an educational component, and science,” he added.

At the plenary session “The Talents Attraction” of the Technoprom-2018 Forum, the Minister of Science and Higher Education of the Russian Federation, Mikhail Kotyukov, said that the national project “Science” is expected to include the updating at least 50% of the scientific and instrumental base of leading organizations. He noted that much attention will be paid to the implementation of the megascience projects, and one of them should definitely be in Novosibirsk. In addition, the project is planned to create 900 new laboratories, where young scientists will be leaders. Therefore, in the next 6 years, science will need more than 30 thousand new researchers. The Minister of Science and Higher Education of the Russian Federation said that world-class research and educational centers should allow Russia to enter the world scientific rankings. Acting Governor of the Novosibirsk Region Andrey Travnikov during the plenary session outlined a focus on the education of young scientists and innovators in the Novosibirsk Region. One of the elements of “attraction”, in his opinion, is the return of young talents who have left the home region, not so much a return to the territory, as participation in its development.

Several agreements on partnership and cooperation at the Technoprom-2018 forum were signed by the Siberian Branch of the Russian Academy of Sciences. Valentin Parmon, Chairman of the Siberian Branch of the Russian Academy of Sciences, noted that the signing of documents with "Rosgeologiya" will allow expanding cooperation with long-standing partners in terms of geological exploration and assistance from fundamental science. In addition, cooperation agreements were signed by the Siberian Branch of the Russian Academy of Sciences with PJSC "VympelCom" and JSC "Information Satellite Systems Reshetnev".

On the second day of the business program, participants in the plenary session “Science as an industry. Agenda 2024 ”noted that Russia’s technological leadership can be achieved only through the introduction of scientific developments in production. The Minister of Science and Higher Education of the Russian Federation, Mikhail Kotyukov, speaking at the plenary session, noted that the next 6 years of the implementation of strategy of scientific and technological development of the Russian Federation, should become for Russian science a period of attracting investment in development of infrastructure, management systems and human resources. The basic understanding of which areas and industries should be key when implementing the objectives of the strategy for scientific and technological development has already been formed, said Mr. Kotyukov. The Deputy Minister of Industry and Trade of the Russian Federation, Aleksey Respozvannyh, said that now there is a problem of interaction, when science does not always understand the needs of business, and production is not always ready for the introduction of new technologies: “Development should be in symbiosis, there should be a joint work between the two these important directions. ” The President of the Russian Academy of Sciences, Alexander Sergeev, expressed his solution to this problem and proposed a system of risk sharing between business and the state when introducing new technologies, since this is a rather costly and risky process. And, according Mr. Sergeev, the state-owned corporation should act as the driver of technological development.

Within the framework of Technoprom-2018, the events of the III Forum of the Association of Science and Technology Parks, High and New Technology Zones "Silk Road" were held: the plenary session "Opportunities for international cooperation in industry and new technologies", as well as the forums "Investment Potential of Russian Economy" and "Experience in creating and operating special and special economic zones, technoparks". The participants discussed the development of partnership between Russia and China and expressed mutual hopes for further cooperation in the field of science and technology, as well as for the joint implementation of large projects. Acting Deputy Governor of the Novosibirsk Region Andrei Zhukov said during the plenary session that the main goal of the Association is to strengthen cooperation between the participating countries, as well as pool resources for the implementation of joint projects. Andrei Zhukov added that the discussion platform of the Technoprom forum "will serve new contacts, new meetings and new monetary contracts of a bilateral agreement."

On the third day of the Technoprom-2018 forum, at the section “Novosibirsk. The digital economy of the “smart city” mayor of Novosibirsk Anatoly Lokot indicated that solving the problem of transport accessibility of the city center, Tolmachevo airport and Novosibirsk station for Akademgorodok residents and municipalities, which will be included in the development project of the "Akademgorodok 2.0" Novosibirsk scientific center, is a primary task .

Leaders with new thinking, applying advanced technologies and management methods in their work.” Director of the Federal Resource Center for Organization of Managers Training Aleksey Bunkin noted that the number of effective managers trained does not yet lead to a qualitative technological breakthrough in the economy. According to him, new approaches and programs that meet the priorities of the technological and economic development of the country are needed.

During the strategic session "Strategy of the socio-economic development of the Novosibirsk region until 2030," key directions and priorities in the development of the Novosibirsk region until 2030 were discussed. Acting First Deputy Chairman of the Government of the Novosibirsk Region Vladimir Znatkov said that the start of the strategy of socio-economic development of the Novosibirsk Region until 2030 was given in December 2017. The strategy identifies three main priorities: the development of human capital, the development of a competitive economy and the creation of a comfortable and safe environment for life. The Rector of the Siberian State Transport University, Aleksey Manakov, added to the discussion that he considers the main priority initiatives of "Akademgorodok 2.0" the integration of research projects and the development of the resettlement framework.

The Technoprom-2018 technological development exhibition, formerly the NTI EXPO, has become a platform for demonstrating achievements in the economy and industry. 82 exhibitors presented their stands at the exhibition, of which 37 were sub-exhibitors. The purpose of the exhibition is to create additional conditions for the effective commercialization of research projects and a successful transition to mass production, attracting Russian and foreign investments. The central place in the pavilion of the international exhibition was occupied by the stand of the Novosibirsk Akademgorodok, where the project "Akademgorodok 2.0" was presented. It is planned that this project will unite not only institutes of the Siberian Branch of the Russian Academy of Sciences, but also scientific organizations in Nizhny Yeltsovka (Research Institute of Experimental and Clinical Medicine), Krasnoobsk (Institutes of agricultural orientation), as well as other territories where advanced developments will be introduced. Vsitors were able to get acquainted with the developments of the Competence Center "Genetic technologies". At the “Smart City” stand, scientists from the Institute of Thermal Physics of the Siberian Branch of the Russian Academy of Sciences presented a plant project for automatic sorting and waste-free recycling, which does not require the construction of a disposal site. The basis of the waste processing complex is a plasma furnace. The cost of the project is estimated at 1 billion rubles, and the payback period of the complex at current rates will be up to 10 years. The exhibition also presents a number of other projects based on the developments of the institutes of the Siberian Branch of the Russian Academy of Sciences (SB RAS), including projects of the "megascience" class, which provide qualitatively new conditions for the development of basic science, as well as applied projects for various branches of domestic industry.
